H2: Overview of the Job – Converting a Multi-Unit Property to Individual Water Metering

At a four-unit property on Potter Street in Black Rock VIC 3193, our team at Your Choice Plumbers was engaged to carry out the plumbing works required for an individual water meter conversion.

The owners were tired of splitting one shared water bill through the Body Corporate and wanted each unit to be billed only for the water it actually used.

This is exactly the type of situation where owners start asking, “can each unit have its own water meter?” or “how do you convert a block of units from one common bill to individual metering?” As an experienced plumber Black Rock, we often find that older multi-unit sites need both plumbing upgrades and utility-compliant set-out work before the water authority can approve and install individual meters.

H2: Why This Water Meter Conversion Needed More Than Just New Valves

At the front of the property, each unit already had an existing 20mm copper water main rising from the ground, which meant there was a workable starting point for the conversion.

However, once we inspected the setup, we found that the existing isolation points were fitted with old seized gate valves that were extremely difficult to operate.

That immediately created a problem, because for the new individual metering arrangement to pass utility inspection, the old fittings could not simply be left in place.

The site needed:

  • new compliant water meter assemblies
  • correct spacing for future meter installation
  • clear unit identification
  • correct height and wall clearances to suit the authority requirements

So this was not just a plumbing swap — it was a precision compliance installation.

Preparing the Site for Individual Meter Installation

We explained to the owners that the first stage of the job was to prepare the site correctly so the South East Water contractors could later install the actual water meters without delay or rework.

To do that, we:

  • cut out the old seized gate valves
  • prepared each unit connection point for a new meter assembly
  • set out the new plumbing to match the authority’s dimensional requirements

This is something we often see on older unit blocks, where the original infrastructure may still function, but no longer meets the standards needed for modern individual metering.

Installing the New Meter Kits

We installed four new individual water meter assemblies, one for each unit.

Each new assembly included:

  • a modern isolation valve
  • a temporary meter spacer
  • the correct set-out to receive the future water meter

These modern meter kits gave the property a much more reliable and user-friendly isolation point compared with the older seized gate valves they replaced.

Utility Compliance and Identification Requirements

An important part of the job was making sure every new meter assembly was installed to the utility authority’s required dimensions.

Each assembly was positioned:

  • 100mm off the brickwork
  • 300mm above finished ground level

These clearances are important because they give the South East Water contractors enough space to physically fit the meters and complete their part of the installation properly.

We also attached durable identification tags to each shut-off valve handle so there would be no confusion about which meter assembly belonged to which unit.

That step is especially important on multi-unit properties, where clear identification prevents future servicing and billing issues.

Reconnecting the Existing Unit Water Services

Once the new assemblies were installed, we bridged the outlet side of each one back into the existing water main serving its respective unit.

That meant:

  • each unit’s water service was still connected and operational
  • the plumbing was now set up for future individual meter installation
  • the site was properly prepared for the final authority stage

This type of work needs to be clean and accurate, because any incorrect alignment or set-out can delay the whole metering conversion process.

Why This Upgrade Matters for Unit Owners

For the owners, this was more than just a plumbing upgrade.

It meant moving from:

  • a shared Body Corporate water bill
    to
  • individual control over water usage and billing

That is a major improvement for fairness, transparency, and future management of the property.

Instead of ongoing disputes or uneven cost-sharing, each unit is now positioned to be billed based on its own usage once the authority meters are fitted.

Final Result and Client Outcome

The final result gave the owners:

  • new compliant meter assemblies for all four units
  • modern isolation valves replacing seized old gate valves
  • correct utility set-out for authority meter installation
  • clear unit identification
  • proper reconnection of each unit’s water service
  • a smooth path toward individual billing

The owners were very pleased to know the property was now correctly prepared for South East Water sign-off and individual metering without unnecessary delays or further plumbing changes.

Compliance with Utility Standards and Plumbing Requirements

This case related to the correct preparation and installation of individual meter assemblies to suit South East Water requirements, as well as the broader plumbing standards that apply to safe and serviceable water supply installations.

In practical terms, this meant the assemblies had to be installed not just neatly, but at the correct height, offset, and layout so the water authority could fit the new meters without obstruction or rework.

All work carried out by Your Choice Plumbers is completed in accordance with the relevant plumbing and serviceability requirements so the site is properly prepared for ongoing use and utility approval.
